How is Express Entry going to Change in 2023?

Express Entry is one of the most popular immigration pathways that invite international skilled workers to Canada through permanent residency. According to Immigration Minister Sean Fraser, the current Express Entry draws do not help Canada fulfill its in-demand skills, workers and qualifications. Express Entry manages skilled worker applications from three programs- the Federal Skilled Worker Program, the Canadian Experience Class and the Federal Skilled Trades Program. Thus, changes to the overall Express Entry draws will have a big impact on each of these programs. 

Express Entry Changes in 2023

The Canadian Government will modify the Express Entry system to deal with persisting labour shortage issues. Individuals with specific education and work experience can also expect invitations to Apply for Permanent Residence or ITA.

Intentional targeted Express Entry draws

IRCC will intentionally conduct targeted Express Entry draws in early 2023. The targeted draws would enable the government to target candidates with in-demand skills and fill labour shortages accordingly. 

Express Entry reforms according to Bill C-19 

The recently released Bill C-19 acts as the framework for such targeted draws. As per the bill, the IRCC is to target candidates on the basis of their language, occupation and/or education to meet labour shortages and gaps. The bill lets the immigration minister invite candidates based on criteria that support regional economic needs. 

Bi-weekly release of ITAs for Canadian PR

Specific individuals will receive invitations to apply for Canadian PR once every two weeks. The individuals need to apply through any of the three Express Entry programs and meet the work experience & education requirements to get the invitations. 

Why was the Express Entry Changes Necessary? 

The demand for skills, education and work experience has changed in the Canadian workforce. The current Express Entry draws have to change to match the pace with these changes and ensure that Canada meets its requirements for skilled workers. 

Also, the IRCC couldn’t invite candidates based on education, occupation or language proficiency before the approval of Bill C-19. The programs are not allowed to invite candidates directly through the Express Entry draws.
