According to the new Immigration Levels Plan, permanent residents in Canada will increase by almost 500,000 per year by 2025. A huge part of permanent residents will come from the PNP or Provincial Nominee Program.
PNP invited about 83,500 new permanent residents in 2022. The Immigration Levels Plan 2023-2025, however, shows a sharp increase of about 20,000 new permanent residents in 2023. Similarly, there will be around 110,000 and 117,500 new immigrants through PNP in 2024 and 2025, respectively.
All in all, PNP will admit one-fifth of the total number of new permanent residents by 2025.
What is the PNP?
PNP is a popular way to immigrate to Canada as a skilled worker. Almost every territory and province in Canada use the PNP to welcome skilled workers from all over the world and address their labour shortages.
The PNP is what you need if you want to immigrate to Canada and settle in a particular Canadian province. Each PNP consists of at least one immigration system that aligns with the Federal Express Entry immigration selection system.
In the PNP system, the provincial governments determine the skillset that would contribute to the provincial economy. They invite skilled candidates to apply accordingly. Once you accept a provincial nomination, you can also apply for permanent residency through IRCC.
The PNP was launched in 1988. It welcomed 400 immigrants in 1999. The number of immigrants welcomed by the PNP increased considerably (almost doubled) every year.
Why is the PNP important?
The federal and provincial governments consider the PNP as an effective tool for immigration. It is because the PNP tends to promote the economic development of Canada outside of the urban centres and provinces.
Before the advent of the PNP, the benefits of immigration were almost negligible in the prairies, the territories or the Atlantic provinces. Thus, most immigrants had to settle in Montreal, Vancouver and Toronto.
The PNP streams award an additional 600 CRS points to the Express Entry candidates. These assure them that they will obtain permanent residency invitations under Express Entry.
Provinces Looking for Larger PNP Targets
The provinces called upon the government to increase immigration targets through the PNP due to Canada’s historic labour shortages. Currently, Canada has almost one million job vacancies, along with an unemployment rate of 5.2%. Thus, it is not a surprise that the country needs skilled workers, especially in sectors like tech and healthcare.
The requirements of skilled workers may differ from province to province. Thus, each province can select and invite the immigrants they need through these streams. With larger PNP targets, it will be easier for immigrants to find employment and settle in Canada.
